Hainan Provincial Information Office held a press conference to interpret the relevant contents.
According to the person in charge of the Department of ecological environment of Hainan Province, the Central Committee's Document No. 12 last year clearly stated that the production, sale and use of disposable non degradable plastic bags and plastic tableware in Hainan should be completely prohibited. In order to implement the decision and deployment of the Party Central Committee and the State Council, and to ensure that Hainan's ecological environment can only be better and not worse, Hainan Province has studied and formulated this plan, which is also one of the landmark measures for Hainan to promote the national ecological civilization pilot area.
According to the plan, the comprehensive ban on plastics in Hainan will be steadily promoted by industries and categories. Before the end of this year, a list of disposable non degradable plastic products will be issued, and by the end of 2020, the production, sale and use of disposable non degradable plastic bags and plastic tableware listed in the list will be completely prohibited throughout the province.
Relevant people also introduced that Hainan will establish an all biodegradable plastic product certification system, and only products that meet the requirements of plastic prohibition can be sold and used. At present, the technology of all biodegradable plastics is relatively mature. The materials can basically be made in China, and the production expansion speed is relatively fast, which can meet the replacement demand after the "plastic ban" in Hainan Province. Hainan is encouraging all biodegradable plastic products enterprises to invest in Hainan. The enterprises producing plastic products in Hainan Province will also transform to the production of all biodegradable products.
